Federal 38 Special Hi-power Ammo (Vanity)

Please forgive the vanity, but I am relatively new to shooting handguns. Sort of inherited some ammo- Federal 38 Spc Hi-power. 158 grain lead bullet. Hate to sound stupid, but here's my question-is this ammo I should use at the range, or something I should use for home/self defense?

The New York Times again says only criminals should be allowed to have guns.
In an editorial today, the paper bemoans a couple of federal lawsuits out of Lubbock, Texas, that seek to overturn state and federal law, thus allowing 18- to 20-year-olds to purchase handguns and obtain concealed carry permits.

New Texas Rep’s Bill Would Allow CCL Carry on Campus

(GunReports.com) – A new Texas state lawmaker, Rep.-elect David Simpson of Longview, filed a bill this week that would allow college students with CCLs to bring their guns on campus. House Bill 86, similar to legislation filed in the previous session that failed to make it through the House, would say that any university or college in Texas could not stop “license holders from carrying handguns on the campus.”

South Carolina: Second Amendment sales tax holiday is November 26-27

South Carolina will waive the state’s sales and use tax on purchases of handguns, rifles and shotguns during the third annual Second Amendment Sales Tax Holiday Nov. 26-27.
The 48 hour tax break on firearm purchases begins at 12:01 a.m. Nov. 26 and continues through midnight Nov. 27. The tax exemption also applies to any local sales and use tax.
